Line a baking sheet with parchment paper or lightly grease a baking dish.Prepare the Meat MixtureIn a large bowl, combine ground beef, onion, garlic, eggs, breadcrumbs, milk, salt, pepper, paprika, Italian seasoning, onion powder, garlic powder, ketchup, and Worcestershire sauce. Mix gently until just combined—do not overmix.Shape and StuffLay the meat mixture on parchment paper and flatten it into a rectangle. Place the mozzarella cheese lengthwise in the center.
